Installing a filler bracket over an empty expansion slot is necessary

So I was reading this on Dell's site today:

 

Installing a filler bracket over an empty expansion slot is necessary to maintain Federal Communications Commission (FCC) certification of the system. The brackets also keep dust and dirt out of the computer and aid in proper cooling and airflow inside the computer.

 

Am I going to get arrested if I don't replace that bracket plate? Is this one of those mattress tag laws?

Are you selling the computer? ...and are you registered as a computer manufacturer that sells computers in the US in the comsumer market? The the answer is yes. Then again selling a computer with a clear side panel on it is also against FCC code unless the material blocks EMI radiation.
